78197 IP Blocker

What I'm trying to do is block IP visits for 24 hours. I have a PPC search engine and it only pays on unique searches every 24 hours. So what I need is a script that will collect a visitors IP address and add it to a flat file, or MySQL. It would alow the visitor one visit to the site. But if the visitor returns within 24 hours with the exact same IP it would direct the user to banned page. Once the 24 hour time limit has expired the visitor would be alowed another visit. The user can revisit again if they have a new IP, like if they disconnect from the internet and gain a new IP then they are allowed another visit! I'm willing to pay for a small script if you have such an option!
