Multilanguage Busines Directory / City Portal

Hi all! After reposting this project a few times... i start to wonder if there is some body on this planet who can design this website for me, becouse all providers i hired disapired after awarding of the project or before they take my advance payment and then disapired...yeah...funny stories...anyways. Here is the deal...you show me the website full working on your testing server...i pay the half of the money. Then you transfer the website to my server and make it full working...i pay the rest of the money!!! I dont see any other way to do this becouse of several reasons (can explain to interested providers). What is espected from this application is listed here bellow, please read carefull then place your bid. As i have seen more than 1 mill portfolios already...i dont think that it is necessary to see your, becouse service providers i have selected until now they all have got perfect portfolios...but somehow was not able to do this simle application...thats why please dont send me your portfolio url's...not interested!!!
