We need a music identification engine built that will allow us to index large numbers of songs/ads with their matching metadata, and then compare music snippets to this library. The Source of music will be from a Link of a web stream, WITHOUT the usage of any speakers or mic. The engine should be built using a language such as C# for speed, but must also have a PHP extension built and working that will allow us to interface with the system easily and perform successful matches. Examples of similar system include Shazam, soundhound etc... and what we need is the option to identify a live web stream rather than recording a sound by speakers or mic.
