We want a constantly expanding page of links to news stories based on one topic.
For example:

On Sunday, 10 stories come in on Argentina. The page would show 10 links.
On Monday 8 stories come in on Argentina. The page would show 18 links, newest at the top
On Tuesday 10 stories mention Argentina. The page would now have 28 links…

And so on. The page constantly grows. The page gets longer and longer every day..
REQUIRED FEATURES
1. The links will be fed by major news/media sources. As many major news/media sources as possible.
2. We want to be able to exclude some media sources. What we mean is: we want to be able to BLOCK links from specific news sources. For example no links from xyznews or xyznews.com.
3. Additionally, we want to be able to restrict blogs from feeding links.
4. The links need to open in new windows.
SUBJECTIVE FEATURES
1. Number of feed sources and their quality
2. Ease of adding and removing specific sources
3. Simplicity in identifying the nature of feed sources.
4. Ease of customizing the page which houses the links in terms of fonts, font colors, link colors.
5. Additional design features - boxes with their own specific sub-feeds off to the right the content of which we can refocus easily.
6. We want the service to update at least every 30 minutes.
THIRD PARTY SOFTWARE We realize there are many off-the-shelf programs that do some or all of these things. We are willing to purchase, license (or use, if free) those applications if you can customize them to do the things we need done.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
