Template system for website

Here is in a nutshell of what i want done. 1. Smarty installed on my website 2. Take a design i had done and make a few minor changes your suggestions are important. 3. Intergrate the design into a template 4. The site to be working with the new template after completion. 5. If needed, instructions on what to do template wise when adding pages to the site. Well send a doc file to serious bids, within my budget and time frame. If your absolutely final price is more than $150 do not place bid, you will be wasting your time. I need to start the process as soon as possible.
