Migrate site from Drupal 6 to Drupal 7

There are many possibilities such as if your previous developer has made some changes in the core Drupal then it would be difficult to migrate. More, if some of the modules you are currently using is not yet supported in Drupal 7 then there would be more problems. We will have to see how your theme is currently coded to give you an estimate on how long it would take re-build the template and if we can use a part of the previous template.
