Website development and learning management system upgrade

I need to improve a website, update a learning management system, and add functionality to the LMS. This LMS needs to be able to manage course, evaluation, learner information, and provide reports about the progress of the learner. The LMS need to be able to provide security for the course being developed as well as information about the learner. I am looking for someone who is willing to provide ongoing support and continued upgrades as needed. All information and all aspect of the learning system will remain the property of Sage Enterprises LLC.
