GAF CLONE - New modules & Design needed - URGENT

Please go to [login to view URL] I have installed a GAF script and need modifications on the deisgn and functionality. The script is in PERL/ CGI and PHP and I have already had a PHP expert who was unable to complete the project as they did not have sufficient experience in PERL. SO MAKE SURE IF YOU BID YOU ARE AN EXPERT IN PERL/CGI OR YOU WILL NOT BE ABLE TO COMPLETE THE PROJECT. Ok so this is what I need done - Additional functions are needed for [login to view URL] All work muct be backed up and tested before uploading to the site. 1. Members Account Page should resemble GAF. 2. PM (private messageing) as with GAF (Get a freelancer.com) - at the moment there is a messaging service but it is not Private messaging between members. 3. RSS Feeds section as with GAF controlled from admin. 4. Top rated users as with GAF controlled from admin. 5. In post project add - a. I want to hide all bids on my project from other users ($0 cost). To view bids you must login - YOU MUST ADD CONTROL IN ADMIN SECTION FOR SETTING COST. b. I want my project to be for gold members only - YOU MUST ADD CONTROL IN ADMIN SECTION FOR SETTING COST. c. I want to hide project details from search engines and not registered users ($3 cost). YOU MUST ADD CONTROL IN ADMIN SECTION FOR SETTING COST. 6. Banner Advertising System for index and catagories - must be able to upload different banners for each catagory. Banners should be controlled and uploaded This must be controlled from admin and this is a banner system. 7. Change site design and use the banner/logo already on london freealcners as the central theme. This part should be very easy. This project is URGENT and I need the modules installed very quickly so please show me your work in perl/cgi and php and let me know REALISTICALLY how long you will need to complete the project.
