Create database, and an application in PERL or PHP(repost)

I have in mind a web-service where the foundation is already written (in PERL: around 800 lines of well-indented code, feel free to re-write in e.g. PHP instead) where you will have to re-engineer the (now lost) corresponding database, and then to add quite a few functions to it further below. There is a video that shows how the software is intended to be used, at: [login to view URL] BUT NOTE: Only the actual matrix for just one level of function/person is available now, not the objective follow-up part, nor any settings-page, nor any multiple level roles and security features, nor redundancy-check of primary/secondary nor the showing of a function or a person as "new" for some time, so all of those parts will need to be developed, including re-engineering the database that's lost. You need to make it more general so: 1) it can be run on intranets with login/password scheme for users + if user so choses: IP-address protected, and with a token system to allow external users to see the data in a limited fashion, it's ok to use a common open source CMS system in the bottom that will take care of basic functions, though it needs to easily port so it can run also on MS Sharepoint. 2) For the possibility to use it in any language; use something similar to Zend Translate in order to be able to customize languages used (only english needed from start, plus the flat file of all english expressions used in the delivery, much like it's done at [login to view URL] 3) Add some more levels of roles to make it apply for larger/smaller organizations 4) Add mail-sendout mechanism and cron-job to send it at right intervals. A simple install-script to be able to install it as straightforwardly as possible will be needed with the option to populate with 3 x 3 dummy data. In total, there will be ca 5 different pages for the settings, collecting followups, showing and editing matrix-data.
