I urgently require someone who is an expert in creating web standards, XHTML/CSS valid website
templates (also with due consideration to WAI Accessibility Guidelines and Section 508).
An existing design template created in Macromedia Fireworks will be provided to the
successful bidder. This is simply a template cut-up job.
The successful bidder will be able to demonstrate samples of their previous work which are
very similar to the requirements outlined here and provide references where possible.
The following description provides important information for bidders:
**1.) Templates**
a.) All templates including HTML/CSS files must be successfully validated by their relevant
W3C validators.

b.) Templates must be built with pixel precision to the provided Fireworks design template.
c.) Code must be optimised for SEO by using Semantic layout principles etc. based on
established Web Standards.
**2.) CSS Requirements**
a.) Tableless layout controlled completely by external CSS positional elements. All other page attributes including fonts etc. must also be controlled via external CSS.
b.) 2/3 Col Fixed Width centered template compatible with all web standards compliant
browsers on win32 and mac
c.) Styleswitcher required for Font sizes

d.) Basic customisation of an existing CSS tabbed navigation menu required.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
