Build New Website from MySQL Rows & Create New Process

We need a new website built. The preferred language is PHP, but would be open to change if needed and proved better. We would need some sort of CMS so that new parts of the site could be added easily by non-programmers. Ideally this would be a custom-made or altered CMS solution. The site will be quite large- at least 300,000 individual web pages (would be growing continuously) created through the process described below. Currently, we have a MySQL database that’s got roughly 100,000 rows. The data is entering the MySQL via a scraper program. That data is moved onto the website’s backend using a series of processes and ends up as part of the CMS’s MySQL. The current CMS used is Joomla. It's proving to be quite clunky and I'm pretty sure that an "out-of-box" popular CMS will NOT be able to work for this project... What we want to do is completely redo the entire process. We would keep the existing scraper program intact (which currently automatically places the scraped data onto a MySQL database) and optimize the processes that get the data into the site’s backend so that it’s an automatic process running while scraping or as the next step that commences directly after scraping data. Essentially, we’d be moving the data from the first MySQL directly to the site’s MySQL in some set process. We will need to work together quite a bit, especially in the earlier stages of the project as getting the formatting and usability of the site right will be very important. Also, it’ll be extremely important to figure out exactly how the rows of the site’s MySQL will need to be formatted to create the webpages the way we’d like them and to allow the process described above to work properly. I’m sure this is somewhat, if not terribly, confusing. However, I will go into much greater detail with the qualified freelancers I feel could take on the job. Please, as always, provide some relevant samples of your work and any qualifications that will help me in making my decision. Also, communication will be vital for this project and I only speak English. Please tell me if English is your 1st, 2nd, 3rd (etc.) language. Also, provide any other information that may help me in making my decision. *There is quite a bit going on here- you must be proficient in many things- building a website (essentially from the data within MySQL), working with MySQL- being able to manipulate it from the site’s backend for queries and such, will need to build a process to get the data from one database to a master database, much more. **Bid what you feel right for the project.
