Clean design with CSS used (NO TABLES) Can either be written as it is with fixed borders or dynamic. Need space at the top for 728x90 banner, Wide Side, and a bottom border(not shown). This sounds like a lot but is very little database management (we will add all the data or we can work out price for you to add data).
