244225 DrudgeReport clone script

I require a simple script that will allow me to create a web site that looks just like the DrudgeReport.com. The look is simple, I know. But, I'd like to make the entry of story headlines and their URL's and optional image as simple as possible for me to enter and rearrange. And I do not want to have a database; instead store the headlines/URLs and their positions in a text file. So, I'll need an admin program that lets me easily enter, edit, rearrange and delete stories. I don't want to have a "position field" for each headline, where I enter numbers for the positions in each headline item and press enter. I want Ajax functionality where I can "grab" the headline item and then move it to a new position. For the admin page, I see four sections of headline items, all on the same page: Featured, Left, Middle and Right (he last three relate to the columns on the DrudgeReport). Featured will only have one headline item, as this is the main story you see on DrudeReport. The other sections will have up to X number of headline items (maybe 10 or so). Each item will have the headline text, the URL and an optional image. I should be able to enter a new headline item right on the page, or modify it, and somehow easily delete it. And the important thing is that I will need to be able to move the headline item up or down within a section, or into another section. So, all this information then goes into a text file(s) which will then be read to create the actual web site page when a user requests it. I will need a space at the top middle for an Adsense ad, in the same are DrudgeReport does. Please don't just send me a bid with "I can do it!" or something like that. I'd like to hear any information that helps convince me that you really understand what I'm looking for in admin. And the images part is really kind of unclear to me on how I should handle it. The simplest way is for me to upload an image to the server via FTP and then just reference the URL for the image in the Headline Item, but i would be great to have a more elegant way to upload it right from admin -- if you have a way to easily do this, I'l like to hear what you are offering.
