Php Html SQl Website Setup

We have a site that needs to be written in php with the html and css. There are calls that need to be written in MSSQL using the driver SQL_SRV (not mysql). I can provide the psd's and png's for the site. Also the site is up on the web, but the person who started putting it together never finished and wrote the html for the site in one variable so we need to start over. There is a resume builder on the site that needs to be written (this is the biggest part of the site. There would need to be code to upload a pdf or word doc resume. Also cut and paste a resume. I am attaching samples of some of the pages (most of them) - most of the pages are static. We need this site done asap. No design required. Please bid only if you can complete this quickly. Developer needs to include a field called 'memberid' so we can associate the tables with a particular member. Must include a field (key) called memberid in tables to associate the data to each particular member on our site. If we have multiple users with their own memberid so the Developers tables must take this into consideration so we can integrate his/her tables into our system. Membership or profile components - We are not running any stored procedures. We do not expect certain configurations of our database (xml mappings, triggers). And lastly the database will not be doing any advanced procedures like mailing or exports.
