Simple WordPress Website Modifications

This is the website, [login to view URL] The changes I want made are pretty simple. 1. I want the color theme changed to the one in this picture. [login to view URL] 2. Also, I want the homepage buttons to be rounded instead of square, make them slightly smaller and round, similiar to the ones on [login to view URL] This is close to how I want the buttons to look [login to view URL] I want them to stay the color they are currently though, with vegas gold text. 3. Make the borders around the pictures on the homepage black. [login to view URL] 4. The new header of the site is about the most complex part of it. Here is a drawing of how I want the header to look. [login to view URL] I wants the logo centered, and the text and bullet points to the right and left of the logo. I have attached the new logo, I need you to make it transparent. I also want stars twinkling in the background behind the header. I want the stars to only be behind the header area. This is the gif file that you can use for the stars behind the header. [login to view URL] I don't plan to spend much more than $30 max on this project.
