Need a min CMS to read and write an XML file.

I need a mini CMS to read and write an XML file. The work is very simple: but needs to be understood. I have written out a full specification. IMPORTANT: for the work you MUST show me some working coding for the project before I award this project. This is to stop time wasters wasting my time!
