PHP/MySQL Programmer for small project.

I am looking for an individual (not a company) located in US or Europe time zones to produce a simple web app. The app will have the following features: user input via a few simple forms & captcha store input in db connect to api to process inputs and cache responses send email notification to users cron to remind users to revisit (sends email) based on user settings utlize [login to view URL] to connect to user's email for purpose of inviting friends by accessing their contact lists at gmail/hotmail/etc retention of who they have invited and when should remain in our system in a db table I prefer to have AJAX for user actions where possible. HTML / Image design skills are a plus.
