Moodle - Add Username and Password after completed assignment

I have 13+ years of experience in Moodle development. I would like to understand what do you mean by UN and password(what password) This would help me, having said that I had worked with lots of customization and I will be able to do this as required

What for the username and password fields after the assignment completion is for ? Does the user need to fill those fields and submit ? Is it for the Review of the course ? (Submitted by the user?)
