Blog project in php/mysql - only the best suppliers wanted

We only want to get the highest quality WITHOUT errors, the system must work together with the danish payment gateway [login to view URL] We have the following demands to the supplier 1. The project is started and a deadline is agreed, this deadline MUST be kept, if the project is more than 14 days late, then we can cancel the project regardless of how far the supplier has gotten and the full amount must be returned. 2. After the project has been handed in and tested for a week, then the first rate of the payment is released. 3. After 3 months where the system is tested and ALL of the errors which are discovered is corrected, then the second rate is released. 4. During the test period then errors must be corrected within 24 hours - MAXIMALLY 48 hours in rare occations. 5. If the supplier does not perform all of the corrections, then we can cancel the purchase and the full amount must be refunded.
