Trust me when I say that you do not want someone building this from scratch - especially not with a tight budget. You don't need something from scratch, you need a functional MVP to show investors, employees, to prove a concept and start growing out both sides of your market. There are plenty of WP Themes and Plugins out there that can accomplish most of what you need. I'll help you select one and build out your site using it. Why go that route rather than a custom build? Because with a custom build you're going to run in to a couple of major issues: 1) Low quality. The truth is you have a tight budget, and those that would develop this from scratch for that amount of money are going to be the bottom of the barrel when it comes to developers - this will absolutely lead to issues in the future when you try to scale 2) Vendor/Contractor Lock-in: Once they build you this, whether they do a good job or not, you are stuck with them. Either you'll have to keep coming back to them or every developer that helps later will have trouble 3) You really don't know what you're going to get. Maybe they set something up that you love, maybe (and in my experience) it will miss the mark (at least at first, possibly in every iteration) by quite a wide margin 4) Time to Live - you need an MVP. I don't care how agile they claim to be, development will take time and leave you waiting. If they do throw something up quickly and they're coding from scratch - you should be very concerned
