Develop a seat reservation system in php & mysql

Design & Develop a website in which a student can register itself book a seat . If seat is available then color will be green if filled then show red. If a user registered then there will be a temporary registration number will be alloted and reserver its seats for 24 hours till he/she complete its fee to the office. If it pays to office then admin approve its application and [login to view URL] will get permanent registration number. and after 20 days of permanent registration they get email and text message on phone that their renewal is coming on [Date] pay your fee in the office otherwise your registration will cancel. If user payed then admin click renew button with same permanent registration number then it is valid for 30 days other wise its seat will be available for other students.
