I would propose writing a Wordpress plugin that either reads the CSV, or works directly with the Dropbox API to list whatever is available in the account. The plugin would also handle the embedding of the selected video, with the ability to use shortcodes to place the video player on whichever page you like. The admin dashboard would be fairly simple for this price, with just options for (if necessary) adding the Dropbox API key and secret, and some functional information and description of shortcodes available.
