I want to create an ad network like revcontent or mgid.com

Hello everyone i am looking for someone who has exeperience in creating ad network and understand what i mean by ad network. I would like you to build from scratch. Create advertiser and publisher dashboard. Create an interface for advertiser where he can target users according to users interests and behaviours. And create publisher dashboard through which they could place the ad code on their website and the ads appear like revcontetn ads or mgid ads.
