Design and Manufacture a GPS Device

I need someone or a team of people whom can design and build a special GPS device. The device itself will need to be very small and a slightly strange shape. I need someone whom can design and build the GPS module with power supply and program an API to retrieve the location of the device via PHP. I am looking for someone with a lot of engineering experience and experience working specifically with GPS. I will need you to provide a rough number of hours required (I know the brief is very rough and vague - I will give more details to the project winner). Also, please include any extra costs required for materials and fees etc. There will be future work if the project is successful.
