Hello, I understood the initial scope of this project. Although i want to discuss further this job in order to prepare the final concept for this project. After Complete discussion over the call or in chat, i will prepare following things for you - Technical Project Proposal - Flow chart for this Project - Execution plan (Step by step procedure with explanation how and at what that we are going to execute a particular task)

I have experience in developing captcha solvers. For now i have done 3, one as example you can see on my profile, it works with some 95% accuracy. It is not easy work, i will need a lot more samples. Then, web based application? What does that mean? Interface for this app will be web based, someone will upload a picture on a web site or what? Or does it mean that you will provide a link as the input to the app? This last will not work, since the web session making the initial request must be the same as the session making the captcha solving and answering part. The only thinking making sense here is app able to run on linux, taking a file as input, and output on stout, or in file... Or maybe you want an API like solution, where i write a function you can integrate in your code. I know how much work to expect, so my price is set accordingly.
