IMSI Catcher

Hello Everybody, I would like to hire someone who is capable of developping on a portable IMSI on GSM 2G / 3G / 4G/LTE Catcher. The device will have to be mobile (use in a car or in a suitcase). Once the unit will be activated, it will receive all IMSI data of the neighborhood. I don't know if it would help, but the unit will be used in a European country. I would like a front end GUI easily to use, with : => IMSI storage => display phone number, phone model, country of origin and network provider, => ability to send a SMS to the devices. Option : if it possible, could it be possible to track specific phones when requested (statistics only) ? In order to complete such a task, the bidder should have strong knowledge of how LTE networks and signalling. Bidder must have an understanding of telecommunications and the different cell bandwidths that are currently being used.
