vb.net 2008 project

Hi Need someone to create a vb.net project, most of what needs to be done has example code below. The job is to ocr a region of the screen to extract text from image. The text is white on a greyish background so you may need to make the image monochrome and invert the colour to make the ocr work. What I want in the end is to be able to do call a function like this in another project i am doing. psuedo code x=OCR ( region of screen, invertcolor, makemonchrome ) attached is example image of what you need to OCR, if it get the $ sign confused for a 5 dont worry.
