seo/sem move us up

--BACKGROUND My clients site is currently in Google, on page 1 position 8. The keywords he is targetting, aren't particuarly difficult. Google reports "3440 results" for this two word phrase. My goal is to move him up the listings, ideally to number 1 or 2 slot. --I'D LIKE My proposed suggestion is that you get us 10 inbound, non-reciprocal quality links, of an ok pagerank, from not crappy sites and that get indexed by google. Quality is the key, I don't want crap links, from link directories, or overloaded link-filled pages. If you have another suggestion, that can increase our ranking from page 1 position 8. Then I am all ears. Please detail it in your PM. I will ignore all quotes that don't come with a decent PM detailing your proposed plan. Thanks
