Drupal Community Website

We need a complete template made from our layout ( PSD provided ) ... One for normal browsers and another for handheld ( Mobile ) browsers.. The template must be: 1. RTL ( Right to left orrientated ) 2. Support for diffrent languages ( diffrent images ) 3. NO Tables... DIV'S ONLY Also we need a complete installation of diffrent drupal modules and testing for a community based news website... What we will provide : 1. All language transaltions from english to the languages we need 2. Complete list of modules needed We will provide a detailed description of the job. This is not hard but we do require some one with at least a good experiance with drupal and has worked on drupal previously. MUST PROVIDE REAL WORKING WEBSITES AS PORTFOLIO ... Thanks !
