Facebook Marketing Video Code With Requirement to Tag Friends

Hey guys, have a quick question, if anyone knows how to do this, i would like to hire you. I am creating a custom email marketing campaign that in it has a Video (from either Vimeo or Youtube) that will require the person we send it to, to first tag their Facebook friends to unlock the video but they have to tag it first with at least 20 of their friends. It was already done and sent to me in an email and I wanted to do it for my company.
