develop website

I need someone to complete the design of my webpage. I have started this project([login to view URL]) with a bidder on this site and the job was not finished. As a result I am requiring that if you wish to work on this job you must complete the job before getting paid or get paid as you make progress. No money down. You will be paid through this system and not via western union or other non-tracable entity. Preference will be given to someone who will produce complete quality solution before getting paid.
