Convert Website to responsive design, templates for both Textpattern and Magento

I have an existing website based on both TextPattern (CMS) and Magento (eCommerce) they have the same look&feel to provide a seamless user experience. I need them both to be converted to a 'pixel-perfect' consistent responsive design to provide that same seamless expereince but with a mobile-friendly, responsive website. The look & feel should be basically the same as the current site, but fixing many of the issues that make the current site not mobile friendly. The resulting site (both textpattern and magento) must pass the Google mobile friendly tool [login to view URL] And have an intuitive experience both on mobile and on a computer browser. Correct viewport, scaling <picture> elements, better font sizing for mobile, better separation for clickable elements, slide-out from right-hand side replaces right column on small form factors, rework menu for mobile, etc. I would prefer that the new theme/template be built from the ground up, but matching current design and provide consistent grid, HTML ids/classess, and CSS design model for both Textpattern and Magento. Then apply the new template to both textpattern and magento. It is critical that the developer has strong Magento theming skills and CMS theming skills. Textpattern specific skills aren't as critical, but there may be a learning curve if they haven't worked with Magento previously.
