Develop a change control web portal using HTML 5 and POSTGRE

Hello Seasons greetings all I have designed a change control system and require someone to create the internal web portal (front and back end) using HTML 5 and POSTGRES to be hosted on Linux Scientific (internal company system to be accessed via web link) This is a straight forward change control system and described in detail in the design documents Should be easy enough for an experienced developer to create. I would do this myself but short on time to be fair, hence why I am looking to hire someone to create the system from my design Please see attached files. I welcome any questions.
