Website builder needed

I wrote and published an ebook using a pen name as an author instead of my real name. I want to keep my real identity secret. But I need a website. I need someone to give me detailed step by step instructions how to build a simple website using either Godaddy or Bluehost. By "detailed" I mean where to point the cursor on the screen, what to click on, should I use left or right mouse button, how exactly do I get to that screen. I write books. I have zero interest in building website for others. Writing books is difficult enough. I will not compete with anyone providing websites to people. All I want on this website: 1 - There should be a notice in all caps "UNDER CONSTRUCTION" at the top of the first page. Under this notice, the name of the website, also in caps. The website name is to be the main title of my book. 2 - The subtitle of my book will be under the main title of the book. 3 - The only illustration has to be the image of the front cover of my book. 4 - Under this image, there should be room for me to write a blog or anything else I need to write. 5 - I should have the ability to change, add, or delete anything on the website. 6 - There should be nothing else on this website.
