Website for a logo design company

I need a new website for a logo design company. I am open for suggestions to different script languages as I am not an expert on this myself, but here is the sort of content that I had in mind so please tell me what you recommend. Requirements for the website... - The website should have all sort of pages such as home, about us, contact us, faq, products, prices, privacy policy and a few more. But I will deliver all content for the pages. - The website must have an order system for three different logo products. The customer needs to be able to choose to pay with cards thru PayPal or billed later. The order system must include a way for the customer to get an automatic confirmation email with an attached PDF file. - The FAQ page needs to have a list with questions, and when one of the questions is pressed the answer needs to occur. - The website needs to have a contact form. - The content on the website should not be too hard to update. - The website needs room for a Live Chat button on all pages. PS: The whole website and contact form must support the foreign letters Æ, Ø and Å!!!!! I want a total price for the whole website, what website you recommend for me and how long time you will use to complete it! Do not look at my project budget, this does not mean anything.
