As I understand from your project description - you need an Windows server 2016 (as default Windows machine on AWS) image with set of scripts, which can you run after initial start (or already pre-setup rules in the image) Steps 1-3 is easily doable with cmd (powershell) script or "Computer Management" panel 4a and 4b - can be completed via GPO config (probably with powershell too, never used for this thing yet) 4c - can be done even in SG settings for EC2 instance 4d - here we have to discuss, what you mean about that.. If not a 5th step - your instance will be pretty closed for unauthorized copying data :) (what if RDP user can elevate his privileges somehow and became an a part of Administrators group ?) Well, it is interesting task and could be researched more. I can try to set up such instance on my AWS account and play with it PS. Template can be interpreted in many ways - terraform, cloudformation, ansible or even userdata script - please clarify that
