Android VM, on Linux, with Twilio

We are looking for a simple deliverable. We want an Android Virtual Machine. It has to run on Linux (not Windows - eg: no Bluestacks). There are various projects for linux software, that create Android VMs. Inside that Android VM (running the latest Android release, Lollipop), we want you to hook-up a Twilio phone number. With this Twilio phone, we want to be able to: - sms/mms other phone numbers - install and use Whatsapp The only project milestone is a fully working VM. You upload the VM and we download it. We install it on our linux server. And we test that everything works (twilio, sms/mms, Whatsapp). We might consider increasing project's budget, yet you have to explain why. Final Deliverable for project completition: Android VM image that can be booted in a linux host, with a Twilio phone number programmed, and successful tests of sms/mms and Whatsapp. Looking forward to working together.
