My last few projects involved Arduino-compatible pressure sensors, particularly the Bosch BMP- series. I'm fairly confident I can design an excellent product well within your budget. My idea is to design a plastic enclosure in CAD software and email you the file so you can order it personally. This plastic box will keep the Arduino and its wire contacts safe from external damage (since it's meant to be a toy). Upon getting the details of the toy I can research the best sensor to perform the appropriate tasks. I've designed numerous programs to process pressure sensor data, so I'm confident I will be able to write the code for you.
