Technical Proposal for Community Mobilization through Mobile Technologies in Somalia

Talobeeg Foundation would like to to respond to IOM's call for proposals and need a skilled proposal writer to create a comprehensive and technical document for our Community Mobilization through Mobile Technologies in Somalia within the Somalia context. Focusing on youth and community engagement, this proposal will serve to bridge the gap between digital technologies and social development. Key Responsibilities: - Create an in-depth proposal with a focus on the integration of mobile applications, crowdfunding, and gaming into our initiative. - Address the importance of education and training programs and the use of social media and online platforms for awareness campaigns in driving youth and community engagement. SCOPE OF CONSULTING SERVICES REQUESTED: 1. Crowdfunding platform hosting: - Maintain a crowdfunding platform that can utilized on an ad hoc basis for individual projects to be fundraised by Somali communities during contract period. Should have an existing platform able to connect to appropriate banking systems. - Implement secure payment gateways, tracking mechanisms, and customizable campaign features. - Provide ongoing technical support and updates as needed. 2. Application development: - Develop mobile apps for gamification, mapping, and other types of innovative community engagement, including inclusive and youth community mobilization through tech. - Create user-friendly interfaces, interactive features, and gamification elements to enhance engagement. - Integrate social media functionalities and content dissemination tools and connection to crowdfunding platform (complex), or standalone apps (simple). - Provide beneficiary’s feedback platforms aimed at fostering community engagement and bolstering the accountability standards of the IOM project 3. Hold community gatherings for consensus building and training: - Organize community gatherings based on IOM request, including facilitating activities, bringing communities together, potentially providing refreshments, renting a venue. - Manage logistics, communications, and follow-up activities for community gatherings. - Promote inclusivity and empowerment of marginalized groups through diverse representation and meaningful participation in all activities. 4. Facilitate land use mapping aligned with the Social Tenure Domain Model (STDM) and emphasizing the continuum of land rights approach. - Develop a comprehensive training program for enumerators on community engagement techniques, data collection methodologies, early conflict mitigation, and conflict mitigation triage to higher levels, and the use of the Social Tenure Domain Model (STDM) for informal land mapping. - Establish governance structures for data collection, including the formation of a steering committee comprising representatives from government agencies, community leaders, and relevant stakeholders to oversee the process and ensure accountability. - Define roles and responsibilities for data custodianship, including the establishment of secure data storage systems and protocols for data access, sharing, and protection. - Conduct sensitization workshops for government officials and community stakeholders to raise awareness about the importance of informal land mapping, the benefits of using the STDM, and the potential implications for land tenure security and urban planning. - Collaborate with local communities to identify and prioritize areas for informal land mapping based on their needs and concerns, ensuring that the process is participatory and community-driven Ideal Skills: - A strong background in proposal writing, particularly technical proposals. - Experience with or knowledge of the digital technology sector, specifically mobile applications, crowdfunding and gaming. - A broad understanding of the Somalia context and UN programing is essential. - Familiarity with youth outreach programs and/or community engagement is necessary. - Fluent in English with excellent written communication skills.
