Looking for someone to create software or apps

Looking for someone to create software or apps to allow modding and customisation of ONE of two games either NHL 2k10 or NHL Legacy on PlayStation 3 or XBOX 360. These games are playable on PC via emulators Xenia and RPCS3. So ideally I'd like PC software to open game files and make changes to graphics, teams, jerseys and other variables to allow the older games to be updated with modern games and extras. Install game/emulator>PC apps to edit game files>Play games on Windows 10 via emulator with mods/addons. NHL 2k10 is a popular hockey game that was available on the XBOX360 and Playstation 3. Though it is an older game, the engine and physics plus overall game play make it popular against newer games. It plays very well and holds up against NHL21. NHL Legacy is the last EA hockey game EA made for those consoles that felt more simulation than it did arcade. Hockey games have not released on PC since 09 the only way to play is old games emulated or own a console. Modded NHL 09 is rubbish the AI is trash and doesn't offer a fun experience to skilled players where as 2k10 and Legacy do. They are superior games. 09 is so bare bones and basic in features too. 2K10 & Legacy games are playable on PC via the RPCS3 & Xenia emulators. Game files are available on PC but cannot really be edited without apps or being able to decompile files, I can provide these files if needed. Game files can be extracted from ISO files. There is a "tiny" modding community for NHL games. FIFA football has a big mod community who for years have modded EA games. Fifa modders have been able to edit teams, create new graphics, edit AI and IMPROVE Fifa massively. The same does not exist for NHL but must possible as the games are made by same dev teams at EA and 2k games. I basically want to be able to create todays teams/graphics in an old game. Even better would be something that could allow jerseys, graphics and logos to be added and removed from the game. I want to do what Fifa players can do to NHL games.
