CRM 4 Custom Duplication Detection Plug-in needed

We use CRM 4.0 and need a CRM plugin developed to detect duplicates in Contacts that are based on multiple telephone numbers. We use 5 phone number fields for each of our contacts (rarely are all 5 numbers actually filled in, but we do use each field for different contacts). These are all duplicates: Contact1/MobilePhone = Contact3/ShippingPhone Contact1/HomePhone = Contact4/MoblePhone Contact1/ShippingPhone = Contact5/ShippingPhone Contact1/AlternatePhone = Contact6/HomePhone Contact1/Email1 = Contact6/Email1 In other words, I need to check each phone number field of each contact with every phone number of every other contact and also email dupes (without detecting blank values for either phone numbers or email addresses). The fields that need to be detected should be able to be defined in the config file for the plugin. If a dupe is detected, then the following conditions should be checked: If (new_customerdispostion = “Active”) OR (new_customerdispostion = “Complete”) – this is the master record, and the other records are the potential duplicates If there are multiple matches for new_customerdisposition, or new_customerdisposition=null on one or more records, then the master record is the Contact with the most recent ModifiedOnDate. If a dupe is detected, a simple UI would be presented to the user asking them what they would like to do. It would include the ability to chose which Contact is the master record (if that can't be identified programatically), and allow all other records to be merged into that record. That's it. Progress payments can be made as follows: 50% for delivery of proof of concept (no source, limit to specific parent customer if you want) 50% on final delivery of plug-in and source.
