Broadband searcher

I want a program which allows a user to connect to a neighbours wireless broadband for a small fee. I travel a lot and usually have no internet access. Mostly, my laptop is able to pick up wireless connections but there are password-protected. If only I had a program that could communicate with these networks, send them a message that I want to use their wireless for a fee of, say ?1 per day. If one of them is happy for me to use their wireless connection, they click "yes" to the message. I get re-directed to an online secure-payment site, I enter my card details, number of days and I pay for it. Once payment is confirmed, I get connected. Is this possible?
