Build loan website

Hi, need to create online loan web site (example [login to view URL]) with analogue template with blue colors. Website must have registered user panel with loan history and active loan payment options. Website have to notify administrator or specific group of administrators via adminpanel: 1. When new user successfully registers. 2. When user applies for a loan. 3. When user have overdue loan. Website have to inform user with email about: 1. Overdue loans. 2. Approved loans, 3. Declined Loans. Website will give loans only 100$ with 10% for 1 week. In administration panel specific user have to have option to approve or decline loans. Website have to automatically add x % of loan amount of overdue loans.
