Facebook Ads Expert

I am looking for someone proficient in Facebook Ads, to set up a campaign for my website [login to view URL] I am wanting to target a specific area of the UK for my property business. I have in the past used Google Adwords very successfully, but want to try facebook to see the quality of leads it brings in. If you have setup facebook ads for financial services before then you would be ideal. I envisage that i'll start with a small budget first since we are only targetting one specific area in the UK. If this campaign is successful im looking at targetting more areas and you will be able to help me with that as well. The objective of setting the campaign up is not to just get traffic to my site but to get leads. We are looking for distressed property vendors. I don't think setting up a facebook page and getting people to comment/like the page will work, since what we deal in is of a personal financial nature (usually when people are in trouble) and i don't think people want to show that publically by liking a page or commenting. It generally tends to be of a private nature. If you have any marketing ideas or thoughts on how best to approach the campaign then i would be interested in hearing more as well, since i am no facebook marketing expert. I have tried to do a little facebook marketing but it was not very successful. I look forward to hearing your proprosals. Thanks
