Need create a web app Laravel 6 and react

Need to create a laravel and react backend and API, to manage all data. Need to create a basic front-end with react (only a default page, with login and register, and logged users view). From backend i have to can administrate all translations of front-end, add translations (new languages), etc. The site its a real time auctions website. For the moment i only want the backend and a basic front-end, if the devoloper who do it its good and i m happy with him, will create too the front-end. The most important points: - Front-end have to be ready to multilanguage, and translation administration from admin panel. - Security, the most important, frontend and backend have to be 500% secure and done with the best pratices. - The code have to be commented, clean and as short and powerfull as possible. -The frontend have to ready to multilang URLs - Front end and backend have to be separated, i dont want a laravel project with /admin. NO, i want separate backend and frontend. - The backend have to detect automaticly the new strings from the frontend to translate. I m opened to heard about other development options to do it, like vuejs, angular, node, Nosql BD. I will appreciate and value the best options that developers give me. The initial phase, the backend and simple front-end, are basically cruds, and the backend logic. (i will give a doc the choosen developer). The main key: Real time auctions website aplication, will a lot of grahps, DOM elements, etc on front-end (No required in this phase) only backend and basic front-end. If the developer who do this task its good, fast and i m happy with the work, he will continue developing the front-end.
