Add new feature to SelfControl

I would like someone to add two new features to the free, open-source application SeflControl 1) Limit the number of times that I can check a particular website. 2) Limit the number of minutes that I can check a particular website. As an example, with these new features, I would be able to indicate on a SelfControl blacklist that I can access [login to view URL] three times in a two hour period, if that's how long I set SelfControl to be in effect for. Or I would be able to say that I want to use [login to view URL] for 30 minutes in a eight hour period, if that's how long I set SelfControl to be in effect for.
