Mobile Signal strength tool

This is the first stage of a larger project. I need to prove that android can provide the app with the mobile device signal strength, create a marker show in a google map on the same screen. if the device moves 100metres I want it create a second pin relative to the strength of the signal there. If this "app" can be created to do this simple activity then I will progress with another 2 immediate additional functions I am not interested in responses that are not able to deliver this specific functionality. Two payment milestones.
