create simple small application for non profit

You have to show users online in the chat room in system tray icon which updates automatically (its php/mysql script i am using, i can provide users online page to you) When we open this application it must open webpage [login to view URL] from inside the application It must have transparent border for application. On Right click in system tray icon i want to show links Exit/Show Online Users/Recorded Audio/Start Application with windows option(if i select start app with windows it must start the application with windows) On left click in system tray icon application must be shown if clicked. It must have minimize/maximize/close buttons in window, application window size must be width=800 height 630 I am attaching Screenshots as how it must look please check. It must work in all windows versions. I dont want .net or vb work. Very simple application.
