Custom Weather Application/Database that also web capable

Hello, I am working on a community website. Fair warning, my work is being donated and limited funds are available for work performed herein. Stating this, because other work prevents me from working on this part of the project, I must secure outside assistance. This is a "feeler" bid as the community may or may not elect to proceed when presented with a final bid decision. We seek a weather database for this community site. Fields, or selections, such as: Selecting elements: Rain, Cloud, Sun, Temperature, Snow, Wind and all other relevent elements Automation is key (isnt it always); Automatic Date/Time stamps of user record information, calculations and more desired Reporting/Calculations; Be able to create reports, or perhaps a graphical interface from records such as between June 2002 - Sept 2002, avg temp was ???, avg rainy days were ??? - supplying/displaying averages of most/all fields in database. Desire comparison ability; Would like to take sites yet chosen, such as [login to view URL], [login to view URL], [login to view URL], [login to view URL] or others info and incorporate it/them along with local resident input and provide a side by side of their weather and actual residents weather input page. Depending on costs, would like to implement doppler info/map, Averages/Records, Forecasts and other typical information associated with weather sites. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. 4) Need ability to run this in either free standing/standalone environments and/or internet website environments, linking webpage frontend to backend database. 5) Coder must provide support, ongoing or otherwise, of final product especially during installation process through to finished operational and functional product. 6) Need source code to be fully statemented as to purpose and performance of code, for future support or further customization when needed. 7) Coder must respond timely and keep open communication with the purchaser, conveying any difficulties, obstacles, delays and the likes at all times possible. 8) Besides communication importance, there is an emphasis on this project being for a community who has limited funds, therefore low priced bids are encouraged as a direct result of this specific project. 9) Most important, coder will be working with newer website developer, so patience and understanding during the process is an absolute must. Although I feel quite capable of understading applications and terminology, patience is required on coders end as I must understand as best as possible the complete functionality of the final product as I will be the one supporting it long term. ## Platform Site uses Linux/Apache Webserver Site uses MySQL Databases, "but" we prefer custom MS Access database to be utilized if possible as requestor is vaguely familiar with MS Access for long term support of final product PHP programming available on site too, however, I dont believe this to be relevant as this is largely a database project.
