Mobile App with GUI

Need Mobile-based application with multimedia GUI. The app will instruct, capture and store audio, text and graphics to a backend web-site. Another aspect of the project is to develop an app that sends similar files from the website via SMS/MMS to a mobile device. Currently we've not committed to any particular platform (e.g. Brew). Thus platform, design and implementation options are open for discussing with all bidders. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. For those of you still interested in this project, in short the application will have an on-screen assistant (Avatar) that will walk the user through a series of menu selections followed by prompted audio capture of the users voice. A typical session will have the following steps: 1. Welcome announcement from Avatar 2. Avatar instructs user to choose a menu selection 3. Upon selection Avatar my have a series of menu specific responses 4. Avatar instructs user to record voice (Recording process should be similar to standard IVR format) 5. Avatar verifies users acceptance of recorded audio and moves to next set of menu choices. 6. Repeat 3,4 and 5 7. End session and send all captured audio to backend website for storage and/or processing. 8. Avatar signs-off, Close Session We will provide the avatar along with graphics and animation if needed. As we are new to mobile apps, we're looking for someone who understands this platform and has demonstrated expertise through other mobile/cell phone projects. We've completed our research on the advantages and dis-advantages of using BREW vs. Java for SmartPhones, but would welcome your expertise and insight into why one approach is better or worse than the other. Also - our goal is to use this app in both US and International markets.
